Would this be a general rule to follow for Fm88-108 broadcasting ,a power gain of 8-10dB corresponds to roughly twice the range

It depends on the height of your TX site and the terrain of the area youre trying to cover but in general yes

Theoretically four times the power = double the range but in practice it takes a bit more on FM so your 8-10db figure would be about right
