How exactly do you measure the relative power on an ordinary SWR Meter? Do you switch it to FWD or REF to do so?

Switch it to FWD
adjust the knob unil the needle gives a full scale reading (often marked "infinity" or "CAL")
Switch it to REF
The meter should now give your SWR (the closer to 1:1 it is the better)
